Record Title :  ONIC Criminal Intelligence Records

Record Description :  This record series contains information and supporting documentation regarding reasonable suspicion of criminal conduct or activity submitted to the Ohio Narcotics Intelligence Center (ONIC). Records include source and method of receipt of information; documented assessment of relevancy in accordance with “Title 28 - Code of Federal Regulations – Part 23” (28 CFR 23); final intelligence product, e.g. bulletins and case support, if applicable; documented dissemination to appropriate law enforcement agencies that includes the date the information is released, to whom it was released, and the reason for the release (audit trail); and documented purge review for continued compliance to “28 CFR 23” that includes name of reviewer, date of review, report of errors or corrections, and explanation of decision to retain. NOTE: If information is evaluated and found to be of non-criminal nexus, the record will be retained in accordance with ONIC’s retention schedule for “ONIC Non-Intelligence Records”.

Records are required to meet submission criteria for criminal intelligence information (i.e., “validated”) as set forth in 28 CFR 23 prior to retention. Validated records shall be retained for no more than five (5) years. Pursuant to 28 CFR 23, records shall be periodically reviewed (i.e., “purge review”) during retention for continued compliance to 28 CFR 23 submission criteria. If a record is reviewed and validated as continuing to meet submission criteria, it will receive a new maximum retention period of 5 years. Records found to longer meet the criteria shall be purged immediately. Retain in accordance with 28 CFR 23 and to provide assistance to law enforcement agencies in the successful investigation and prosecution of criminal cases. Paper Shred
