Record Description :  This file contains the records generally associated with review of coal mining applications, including any application for the small operator assistance program (SOAP), informal conference documentation and public comments received, notices of intent to explore for coal, exploration permits, adjacent area applications, and field operations of each coal mine. Records in this file include, but are not limited to: abated enforcement actions (including abated notices of violations or cessation orders and terminated Orders of Chief), paid or waived civil penalty assessments and their associated documentation, bond releases (except the final bond release retiring permit) and associated conference documents, bond receipts, bond invoices, photos (including slides, photographs and digital photos), annual operator reports and maps, pre-blast surveys, archaeological surveys, mid-term permit reviews, withdrawn applications, and OSM inspection reports. Records are added throughout the active life of the permit.
