Record Description : ODM forms, “Authorization for Clearance, Rules Filing, and Publication,” signed by attorneys to authorize the filing of rules and the issuance of transmittal letters by the Ohio Department of Medicaid (ODM). Signed transmittal letters without attachments used by ODM to notify stakeholder groups and ODM / ODJFS County staff of proposed and final filed rules; Testimony of interested parties at public hearings held on proposed rules by ODM, including audiotapes and transcripts when created; Requests for waivers of clearance in the rulemaking process; Notices of proposed rules by ODM that are mandated by Federal or State law but not filed in the Electronic Rule Filing System (ERF) that are sent to the Register of Ohio (ROO) and not published in newspapers; Comments submitted by interested members of the public by means other than the clearance electronic system of record in response to draft rules and other draft documents in clearance.
