Record Description : Reports submitted to Center for Substance Abuse Prevention (CSAP) SAMHSA regarding states status/progress on federally mandated Synar Program. SYNAR Underage Tobacco Sales Compliance Initiative: the U.S. Public Health Services Act Section 1926 and 45 CFR Part 96 require states to decrease youth access to tobacco, have a law making the sale of tobacco products illegal to persons under the age of 18, i.e., minors and to scientifically conduct random, unannounced inspections of tobacco retailers. In addition, states must report past, present and future law enforcement activities and the extent of success in reducing the availability of tobacco products to minors. As of 7/1/14 these records are stored under the Department of Mental Health and Addiction Services.
