Such commissions are created pursuant to R.C. Chapter 118 "upon the occurrence of a fiscal emergency in any municipal corporation, county, or township...." Such files may include, but are not limited to, the following documents: financial plans prepared pursuant to R.C. 118.06, cash flow and fund balances, relevant ordinances of the political subdivision, approvals granted by the commission for the political subdivision to issue debt, minutes from commission meetings, meeting agendas, and memos.
