These are the orginal OEPA permits. As the permits are issued every 3 years, 15 years would cover 5 permit cycles. Sometimes litigation regarding them may continue for a number of years. Also if ownership of a business changes, representatives of the new owner review the old permits to check how current permits were originally issued.
